what does this hair gel do?

i'm a young black man growing his hair out and i want to know when my hair gets long will this gel make my hair look like light skinned peoples hair?

you can get it here pretty cheap. i dont think it makes it like white peoples hair, it is as conditioner. you have to get it relaxed if you want it like white ppls.
