Well; I have brown hair with a very-very slight reddish tint (almost unseen) and I've been thinking about dyeing it blue-black.
I'm wondering if I'll need to bleach it, I think I'll be using something semi-perm.
Also, I'm looking for some recommended brands for this blue-black dye. I want it to appear black in a dimly lit places; though in light show just a tint of blue.
Any help would be greatly appreciated!

I have no idea but I would LOVE to see the end results! That color sounds really cool.
On second thought, maybe you could dye your hair jet black and ask a stylist to put streaks of periwinkle blue on the underlayer of your hair so the streaks of blue will peak out from under the black.

You will want Redken Shades EQ in 01b Onyx. I prefer to see guys use a plain black though. I do not dig on the blue black look. You do not need to bleach out the hair. That will just cause it to fade out faster. BUT, the Redken color is only for licensed professionals so you will need to be buddys with a hair dresser.

Don't bleach! bleaching takes the color out. Only bleach if you want a lighter color put into your hair If your hair is already dark, you just want to make it darker with the black/blue. A good friend of mine is a beautician and we talked at length about this for my hair.

Any brand you choose, that's not really cheap, will do the trick. The problem is if you decide you don't like it you can't do anything but let it grow out. The black dye, even if it is semi-permenant, will permanently dye your hair darker than natural.
